 派出所民警们在抓捕两个偷牛贼时追到了村民孙茂林的萝卜地里,在经过了激烈的搏斗后,盗贼被擒,派出所刘所长被刺伤,半亩萝卜也全被踩坏了。孙茂林就像秋菊一样要找刘所长要个说法,而民警和村民们都认为孙茂林多此一举,因为派出所是为抓贼才踩坏萝卜的,应该不用赔偿。孙茂林于是找到法官老张,想通过老张从中调解。老张在做了大量工作后,刘所长仍然认为派出所没有错,而且还敲锣打鼓的去给孙茂林送赔偿金,在全村人面前戏弄了孙茂林。孙茂林只得将派出所和公安局告上法庭,几经周折,在法官老张的努力下,公安局长接受了法庭的判决,当庭向孙茂林道歉并赔偿,刘所长也认识到了自己的错误。
